And Miles to Go

The Diocesan Plan for Parishes has been sent to the Pastoral Leaders and lay leadership of all our parishes. It provides a vision for maximizing our resources of time, talent and treasure over the next five years, 2003-2008. The vision aims through cooperation and collaboration to provide the best quality performance we are able to give in the four primary areas of parish activity: Word, Worship, Service and Stewardship. The vision aims at bringing Pastoral Leaders, parish staffs, councils, committees and other organizations together in what we are now calling an Area Faith Community, which is a community of communities, sharing in a "communion" (koinonia in Greek) of life, love and truth.

As I said at the Chrism Mass, this notion of "communion" was identified as the central teaching of the Second Vatican Council on the nature of the Church. The Blessed Trinity, Father, Son and Holy Spirit, lives this "communion" perfectly. Through the power of the Holy Spirit, given to the Church on Pentecost in merit of Jesus’ Suffering, Death and Resurrection, the Church participates directly, even if imperfectly, in that same "communion." That is why we describe the Church as "Mystery," for she brings about a vertical "communion" between God and believers and, at the same time, calls believers into a horizontal community as a family of faith. "Communion" implies more than community. The more is found in the life, love and truth that is shared with passionate dedication and belief. You can have community without "communion." You could never have "communion" without community.

An Area Faith Community is a reflection of the "communion" that we find at the level of the universal Church. It implies a profession of faith in the truth revealed by Jesus, a unity of belief and practice under the apostolic succession of authority, and a commitment of service to those in need; i.e., the poor, the sick, the stranger in our midst.

What the Area Faith Community will struggle with these next five years are the practical details of how to maintain a quality of Word, Worship, Service and Stewardship. For example, in an Area Faith Community with three parishes, a mission and an oratory, which sites are needed for quality religious education programs? How many Sunday liturgies will realistically meet the spiritual needs among these communities? How can we more easily coordinate our service outreach to the local civic community; i.e., can we organize our efforts on a larger scale? What do we do with the buildings we have inherited? How can we best use them or can we agree that some have outlived their usefulness? Again, the overall criterion needs to be upgrading the quality of our collective faith lives. The implementation of the Plan will be gradually phased in over the next five years with local and diocesan consultation.

One of the obvious emphases in this Plan is the attempt to look for models of collaboration rather than to look at closing parishes. We want to build on our strengths, rather than concentrate on the "weakest link." Thus the category of "proposed future oratory" has been introduced for present parishes which will eventually not have a Sunday Mass. However, the buildings can be used for other activities as an integrated part of the Area Faith Community. Perhaps those activities will be quite limited because of the absence of full or part-time staff. But as long as there is the possibility for some use, the Plan is saying we should look at the possibilities.

"Mission" is another category where a present parish would have a Sunday liturgy, but not enjoy any full-time staff as presently may be the case. Again, its programs and activities will be determined through consultation and discussion with the Area Faith Community. I see the role of Pastoral Councils determining priorities and procedures on the combined level of the Area Faith Community. I see the role of the Finance Council for a Mission or Parish to handle the "nuts and bolts" items for implementing those priorities and procedures.

One proposed Area Faith Community has been identified in each of the six Regions of the Diocese. Mr. Tom Keaveny, who worked for three years on the Plan for the Diocese of St. Cloud, is working with those groups for six months to help begin an implementation phase. The discussions begin with identifying characteristics that all the participants have in common, then moves to the four areas of parish activities, setting forth where collaboration and cooperation can take place. Then the groups will turn to strategic planning of goals and objectives and setting a time schedule for implementation. So far the initial meetings have been going well.

There well may be a reaction to the Plan that it is "just one more set of changes" for us. Our rural Diocese has experienced lots of changes over the past two decades: declining numbers of family farms, children going off to college never to return and live here, the combining of school districts and the closing of many small businesses in our smaller towns. Obviously, our parishes have been affected by all these changes, too. But what is so important, and so challenging, is to see the vision behind the Plan. It is a vision calling us to broaden our perspective of community so that it reflects the "communion" of life, love and truth that we share as a local diocesan community of faith. Praying and fasting for priestly and religious vocations is also a part of that vision, as is the patience and non-judgmentalism that we will need to have for one another during this period of transition.

There will be another series of feed-back sessions for representatives in the six regions of the Diocese on the Plan before its final approval and implementation. I ask for your prayers as we move forward with the Plan so that it might truly strengthen our "communion" of life, love and truth.

Se envió el Plan Diocesano para parroquias a líderes pastorales y a líderes laicos de todas nuestras parroquias. El plan proporciona una visión para incrementar nuestros recursos de tiempo, talento y tesoro para los próximos cinco años, 2003-2008. Esta visión tiene como objetivo proveer el mejor funcionamiento a través de la cooperación y colaboración a las cuatro áreas primordiales de la actividad parroquial: Palabra, Liturgia, Servicio y Administración. La visión tiene como objetivo agrupar lideres pastorales, equipo pastoral de las parroquias, concilios, comités y otras organizaciones, ya que juntos lo estamos llamando "Comunidad de Fe del Area," lo cual es una comunidad de comunidades, que comparte en una "comunión" (koinonia en griego) de vida, amor y verdad.

Como dije en la misa del Santo Crisma, este concepto de "comunión" fue identificado como la enseñanza central del Segundo Concilio del Vaticano sobre la naturaleza de la iglesia. La Sagrada Trinidad, Padre, Hijo y el Espíritu Santo, vive esta "comunión" perfectamente. A través del poder del Espíritu Santo, dada a la iglesia en Pentecostés en mérito al sufrimiento, muerte y resurrección de Jesús, la iglesia participa directamente, incluso sí imperfecto, en esa misma "comunión." Por eso describimos a la iglesia como un "misterio," porque trae consigo una "comunión" vertical entre el Dios y los creyentes, pero al mismo tiempo, llama a los creyentes a una comunidad horizontal como familia de fe. "Comunión" implica más que la comunidad. Más se puede encontrar en la vida, amor y verdad que se comparte con intenso esmero y creencia. Uno puede tener comunidad sin "comunión." Pero uno nunca puede tener "comunión" sin la comunidad.

Uno de los énfasis obvios en este plan es la tentativa de buscar modelos de colaboración en vez de mirar el cierre de parroquias. Nos queremos concentrar en lo que mejor sabemos hacer, en vez de concentrarnos en las situaciones débiles. A tal grado que la categoría de "la propuesta para futura oratorio" ha sido presentada a las parroquias que eventualmente no contarán con el servicio de Misa Dominical. Sin embargo, los edificios se podrían utilizar para otras actividades como una parte unificada de la Comunidad de Fe del Area. Quizás esas actividades serían limitadas debido a la ausencia del personal parroquial. Si al menos hubiese la posibilidad de algun uso, el plan dice que deberíamos ver esas posibilidades.

"La Misión" es otra categoría donde la parroquia contaría con el servicio de la Liturgia Dominical, pero que no contaría con ningún personal parroquial que trabaje tiempo completo, como podría ser el caso de ahora. Una vez más sus programas y actividades serán resueltos con la consulta y diálogo de la Comunidad de Fe del Area. Veo la representación del Consejo Pastoral de las parroquias determinar prioridades y métodos en un nivel grupal con la Comunidad de Fe del Area. Veo la representación del Consejo de Finanzas por una Misión o Parroquia encargarse de los detalles para implementar esas prioridades y métodos.

Podría haber una reacción al plan, que solamente es "una serie más de cambios" para nosotros. Por más de dos décadas nuestra diócesis rural ha experimentado muchos cambios: La disminución en el número de familias agricultores, los hijos que se marchan a la universidad y ya no regresan a su ciudad de origen, la combinación de distritos escolares y el cierre de muchas empresas pequeñas en nuestras ciudades más pequeñas. Obviamente, nuestras parroquias han sido afectadas por todos estos cambios, también. Pero hay que recalcar que es muy importante y desafiante ver la visión más alla del plan. Es una visión que nos llama ha ensanchar nuestra perspectiva como una comunidad de modo que refleje la "comunión" de la vida, amor y verdad que compartimos como una comunidad diocesana local en la fe. El orar y ayunar por vocaciones al sacerdocio y a la vida religiosa es también parte de esa visión, como es la paciencia y la actitud de no juzgar el uno al otro ya que nos necesitaremos durante este periodo de transición.

Habrá otra serie de sesiones para representantes de las seis regiones de la diócesis para hablar sobre el plan antes de su aprobación final e implementación. Les pido sus rezos ahora que nos encaminamos con paso firme en este plan para que pueda consolidar verdaderamente nuestra "comunión" de vida, amor y verdad.
